Filing for the 10/1/2016 Grand List
Personal Property: Personal property declarations are being mailed to all businesses on the October 1st 2016 Grand List. New businesses should request forms from the Assessor. All owners of tangible personal property are required by Connecticut General Statutes to file annually with the Assessor. Unregistered motor vehicles and vehicles registered out-of-state and garaged in Salem must also be declared.
Failure to File: Section 12-42 of the Connecticut General Statutes requires the Assessor to file a listing for those who fail to file or file late and add a 25% penalty to the listing. The deadline to file is November 1, 2016.
Notice to Veterans: Veterans who have not yet filed their discharge papers with the Town Clerk are reminded that the deadline to file is September 30, 2016 to be eligible for an exemption on the 2016 Grand List. An original or certified copy of the Honorable Discharge, or similar, must be filed with the Town Clerk’s office prior to October 1, 2016. Veterans of any war period so declared in Section 12-81, Subsection 19 of the Connecticut General Statutes, having received an Honorable Discharge, or still serving on active duty, are eligible for the veteran’s exemption.
Veterans claiming disability exemptions for the first time must submit proof from the Veterans Administration to the Assessor during the Assessment period stating the percentage of disability in order to receive the proper amount of exemption on the 2016 Grand list. All others need only file if their percentage of disability changed since 10/1/2010.
Notice to Totally Disabled and Blind Persons: Disabled persons who have not yet filed their SSA Award Letter with the Assessor are reminded to file their proof of disability during the assessment period to be eligible for the 2016 Grand List exemption. This information has to be filed only once.
PA 490 Applications for Farm and Forest must be filed by December 31, 2016. The Foresters report must be filed by October 1st for the year the classification is to take effect.
