Budget Process for the Town of Salem

April 6, 2020

RE: Suspension of In-Person Budget Adoption Requirements for the Town of Salem as per Executive Order 7I

Dear Fellow Townspeople,

Due to the COVID-19 Pandemic, the Annual Budget Process will be much different for adopting the Fiscal Year 2020/2021 Annual Town Budget. Governor Lamont’s Executive Order Number 7I (attached) outlines the requirements for municipalities to adopt a budget for the July 1, 2020 – June 30, 2021
fiscal year.

This is a much different process than past years’ and what is outlined in our Town Charter. This is for this fiscal year only as we deal with the COVID-19 Pandemic. There will not be a Public Hearing, Annual Town Meeting, or Referendum for the Fiscal Year 2020/2021 Town Budget. Instead, as required by Executive Order Number 7I, the Board of Selectmen will authorize the Board of Finance to adopt the Fiscal Year 2020/21 Town Budget and set an appropriate mil rate for such budget.

We anticipate that a draft municipal budget will be prepared and posted on the Town website at SalemCT.gov on or about May 20, 2020.

Your input is imperative this year.

After review of the draft municipal budget, residents are encouraged to participate by e-mail at FinancePublicComment@SalemCT.gov or drop off comments in the white dropbox located in front of Town Hall.

More information will be available in the beginning of May on the Budget Adoption Process for the
July 1, 2020 – June 30, 2021 fiscal year.

Stay Healthy.

Respectfully,

Kevin Lyden
First Selectman
